POSITION SUMMARY

The Regional Program Officer for Youth Employment is responsible for providing technical support to Children International’s workforce development program, Into-Employment (IE). As a member of the Global Program Unit team, this individual will support design, implementation and monitoring and evaluation of IE programs along with continuous improvement and innovation. This position will support the global lead for Youth Employment in strategy development and internal and external communication.

RESPONSIBILITIES

I. Strategic Vision Support for IE:

  • Assist in shaping the IE global strategy, developing resource and toolkits for country offices.
  • Provide strategic support to agency leaders in contextualizing the IE global strategy within their specific areas.

II. Capacity Building and Support:

  • Offer technical assistance to country offices for the development and continuous improvement of youth workforce development programs.
  • Contribute technical input towards the creation of Life Skills and Job Readiness training material for young individuals.
  • Facilitate a regional community of practice among IE leads in each country to share best practices.
  • Develop tools and resources tailored for IE programs.

III. Monitoring and Evaluation:

  • Aid in the creation of global M&E tools and support the contextualization of these tools at country level.
  • Conduct comprehensive data review and analysis to systematize learning experiences, successes, and challenges across agencies, sharing these insights organization-wide.
  • Encourage the utilization of data-driven decision-making processes to enhance program quality.

IV. Coordination and Collaboration:

  • Collaborate with child and youth development program staff to incorporate career exploration and readiness earlier into the lifespan program approach.
  • Support the Global Philanthropy, Marketing, and Strategic Partnerships teams by collecting and providing key IE inputs for future grants, proposals, and donor reports.

V. Thought Leadership:

  • Conduct comprehensive research and share the most current information on subjects including, but not limited to, youth employment trends, employment partners, local workforce development sector best practices, job placement tactics, and labor laws in the countries where CI operates.
  • Represent IE programs across the organization and externally.

QUALIFICATIONS

  • Three to five years of youth development and/or workforce development required, including on the ground experience in countries outside of the US where Children International works.
  • Bachelor’s degree in a field related to youth development which could include business administration, international development, education, social worker, psychologist, etc.
  • Languages: must be fluent in spoken and written English and Spanish.
  • Experience in program design, monitoring, and evaluation, including quantitative data analysis.
  • Experience networking and collaborating with entities such as the ministries of labor, private sector, chambers of commerce, or other key workforce actors.
  • Adaptability, flexibility and sensitivity to work with multiple cultures.
  • Excellent diplomacy, interpersonal, relational and communication skills, with a history of inspiring collaboration across various functions.
  • Ability to handle multiple tasks simultaneously and take on new projects as assigned.
  • Strictly observe confidentiality and strong ethics with respect to all beneficiary information/financial and other organizational data.
  • Comply with and ensure adherence to the agency’s policies, safety and security protocols and child safeguarding norms and guidelines by self as well all stakeholders both internal and external.
  • Promote diversity and inclusion, value other cultures, and demonstrate respect while relating with all organizational constituents irrespective of their race, color, faiths, gender, sexual orientation, age, caste, disabilities, experiences, beliefs, and ethnicity.

TRAVEL REQUIREMENT

  • Willingness to travel up to 15% of the time.
